Fully decarbonising the electricity system by 2035 is central to delivering Net Zero in the UK. With buildings responsible for over 60% of the UK’s national electricity demand, the built environment industry has a critical role to play in achieving this target, and the way electricity is procured for our buildings can accelerate our transition to a reliable, resilient, and zero carbon grid.  

This guidance from UKGBC on Renewable Energy Procurement seeks to empower stakeholders tasked with procuring energy in the built environment to do so in a way that enables them to realise their climate ambition, while supporting the continued decarbonisation of the electricity supply sector. Across a suite of guidance documents, UKGBC’s series of reports gives industry the tools to make more informed procurement decisions.

Three principles for good quality renewable electricity procurement –

Renewable, Additionality and Time-matched – along with actions to meet these principles. The best electricity procurement approaches will seek to maximise the extent to which they respond to these three principles.

A toolkit to better engage with your energy supplier

and source the information needed to compare the procurement routes available to you in the market.

A rating system for assessing the performance of a building

or organisation’s overall electricity strategy, including electricity procured from off site, as well as any onsite generation, demand management, and storage.

A summary of procurement routes available in the market,

with more detailed information on many of the Power Purchase Agreement variants, as well as some of the factors that may affect an organisation’s ability to engage with certain procurement options.

As part of UKGBC’s ongoing project on Biodiversity Net Gain, these infographics examine the intrinsic value of nature while demonstrating the impact of the built environment as an industry on the UK’s biodiversity. They also map the links between biodiversity and other socio-economic priorities to tell a broader story about how we should view nature as a foundational element of our economy and society.

The infographics also explain the differences between BNG, which focuses primarily on habitats, and other key concepts like Environmental Net Gain (ENG), which focuses on systems and outcomes, and the Environmental Impact Assessments.

Understanding these concepts and their relative importance for different areas of design and construction in the built environment will enable and encourage businesses to – independently of Government action or legislation – implement solutions that enrich the natural world in early design and strategy stages.

UKGBC’s Impact Report 22-23 documents the transformational impact our network had over a financial year with collaboration at its heart. Its the first of our Impact Reports to track our activities in line with our 2025 strategy and goals, with the aims pushing for climate action further and faster.

This financial year saw the launch of new opportunities for radical collaboration between our members, like the Collaboration Cafés and Local Authority Retrofit Forum, providing spaces and networks for knowledge sharing and problem solving. Circular Economy was central in this year’s Advancing Net Zero programme, with the release of two industry leading reports and a record number of individuals being involved in ANZ work. This financial year also saw us hit the milestone of 700 members, with over 9,000 active member contacts.

As the final year of Julie Hirigoyen’s leadership, it was a year where our industry and society at large grappled with the climate and ecological crises; epitomised by the reaction to the extreme heat of summer 2022. Progress is being made across the built environment, but we must take the impact from this year and accelerate it in both business and government if we are to avert climate and ecological breakdown.

In March 2021, UKGBC published the Renewable Energy Procurement and Carbon Offsetting Guidance for Net Zero Carbon Buildings. Now two years on, the landscape in which the initial carbon offsetting guidance was published has evolved significantly.

This report aims to provide comprehensive guidance on voluntary carbon offsetting and pricing strategies that are specifically tailored for built assets (both new and existing) and to better equip those who purchase offsets or make investment decisions at building asset or organisational level to align with their climate goals and accelerate the wider transition of net zero.

The report highlights how carbon pricing can be used as a powerful mechanism to accelerate the decarbonisation of built assets and the wider industry. It is also stresses the need for greater ambition when setting an internal carbon price, given the cost of accredited carbon credits on the voluntary market don’t accurately reflect the full societal and economic cost of emitting carbon into the atmosphere.

Key aspects of the guidance include:

 

  • In recognition of a rapidly changing carbon market, the publication sets out three levels of ambition industry should work towards, with guidance to develop a pathway to adopt a leading approach.
  • A step-by-step process to enable real estate developers and investors to take a more holistic approach to ambitious carbon offsetting, which goes beyond basic procurement of voluntary offset credits.
  • Provides all practitioners with the vocabulary to describe key offsetting and internal carbon pricing terminology and principles.

Steps for setting an ambitious carbon offsetting plan

Prerequisite

Any approach to offsetting at the level of individual assets or projects is only credible if the embodied carbon and energy use limits (due to be set by the UK Net Zero Carbon Buildings Standard) have been met.

Set Objectives

Decide which approach will be taken, and set objectives to suit.

Set Price

There are various existing price proxies available, and organisations should carefully consider the range of options. .

Compensate for Emissions

Select a suite of projects that consider the specific challenges and opportunities with base offsetting, plus any stretch/leading objectives.
5

Review, Purchase and Disclose

Regularly reviewing the strategy is crucial to ensure it remains relevant, effective and offers the best outcomes for the objectives.

The Environmental Audit Committee (EAC) has launched a new inquiry examining the challenges and opportunities arising from the increasing use of electricity to power the economy of Net Zero Britain. As part of this it has issued a call for evidence.

We very much welcome this inquiry by the Environmental Audit Committee, again showing leadership in an important aspect of the transformation the UK needs to make in the face of the climate and nature emergency.

This inquiry highlights the opportunities of, and barriers to the UK’s solar power ambitions. UKGBC agrees that urgent action is required to ensure the UK can gain the optimal benefit of solar.

To make the most of these opportunities we highlight the importance of homes and buildings as a platform for solar – especially for new build where appropriate design can integrate solar as part of a clean whole house/building energy system. Such energy systems can provide the home owner with wholly renewable energy with which to run their home (for heating and power), and while the degree of energy supplied will vary by location, orientation and building type, the integration of storage technologies will allow the building to maximise the benefits of ‘its’ energy day to day and week to week.

While most buildings can deploy solar, the regulatory regime – neither the planning nor energy regulatory regimes, are aligned to smart energy capable homes and buildings as the norm. Yet the BEIS/Ofgem Smart Systems and Flexibility Plan (2021) highlights the fundamental importance of ensuring energy demand, and the infrastructures of demand, are as flexible as the variability of renewable supply. Without out the match of demand flexibility with supply variability there are significant additional costs of extra generation and network costs for the now higher peaks of demand.

Homes and buildings are the most important energy demand infrastructure, an importance that will only grow as EV numbers increase and more and more EV charging happens at home, the work place or other built environment settings. The right approach to new build and retrofit (upgrade) standards AND energy system regulation will enable home and building owners to play their part in providing a lower cost, more consumer-friendly net zero energy system.

In UKGBC’s recent Heat and Building scorecard we highlight progress against the Heat and Building Strategy and identify key measures that could speed the arrival of a net zero built environment. A major opportunity this year is to set a Standard for new build that prompts design and build of smart energy capable homes
and buildings AND facilitate greater renewable solar deployment.

As homes, buildings, infrastructure, and physical assets around the world face increasing risk from more frequent and severe climate-based threats, UKGBC has today published a landmark review of the strategies and processes that asset-owners can use to adapt and enhance their climate resilience.

The Physical Risk Assessment Labs, convened under UKGBC’s Resilience & Nature Programme and with support from our Programme Partners, has compiled a series of case studies, reflections, and critical insights that will enable asset-owners to more effectively measure, report, and adapt to climate-based risks to their physical assets.

The project has also produced a Compendium of Experience that couches the framework in real-world examples of climate-based risks provided by UKGBC members, to ensure that the industry can undertake their own assessments based on insights into real-world case studies.

Key Findings

In 2022, as part of UKGBC’s role as an Accelerator to the UN-backed Race to Zero campaign, we launched our Collaboration Cafés. The events brought groups of UKGBC members together to discuss their organisation’s progress on the road to net zero. Conversations in small groups allowed for insights on goals, strategies, and challenges to be openly shared, and highlighted how collaboration can unlock exponential solutions.

This resource displays and analyses the insights that came from these cafés which demonstrate the areas industry needs to work on and suggest next steps on our net zero journey.
